It would also be good if server operators could choose to reject until proved innocent anyone submitted by a 'proved' member - say someone with 10+ submissions and a 75%+ acceptance rate. We don't ban anyone for any other reason than an accepted submission. Period.

Yes in general "innocent 'til proven" hence why only from very trusted/proven people... like when the police catch someone doing something bad enough to lock them up till they are 'judged'. If a trusted policeman catches someone robing a bank you dont let them go robing 100 others till you get around to locking them up!
Maybe it could be from when the first admin out of your three has looked at the demo and judged a cheat as well as the submitter? but why not have an intermediate state where server operators can choose to exclude very likely suspects rather than wait maybe many months for the full judgement.
I assume at the moment an unlimited number of users can report one guy and they will still get away with it?
In short yes "innocent 'til proven" - but we should be able to choose to temporarily 'exclude' any suspected cheats with a more than reasonable amount of evidence against them. Make the 'suspected cheats' wait not the 10000's of truly innocent victims on the servers wait!

And yet you trust the judgment of the first SB admin. I don't follow this logic.
Also, imagine all the frustration and questions such a system will rise. The first admin approves, the following two decline and the demo eventually gets rejected. That leaves a small time window where the suspect will be registered as 'banned by SteamBans', while the final verdict sets him free.
This is creating a problem rather than solving one. There's none, as far as I'm concerned.

Joined: 20/11/12 Activity: | just addign to the post about ban times after demos have been viewed even though the one i read was an old post id liek to bring to every ones attention there is a program that once in stalled on a pc u can open it and scan the css server ur in and it will tell u the name of the hacks the hackers are using.
That said i unfortunatley can remember the name of the software but i search ona regular basis to try re obatain the softwarei do recall the name having game and possible spy in the name as well i know its not a great deal of info to use but now that more ppl are aware it exsists maybe it will be easier to get a copy of it downloaded for uall of us to assist everyone.
