But I've had a demo denied because it was "too short."

So if your demo does show a cheat in use but cannot proof it without a doubt it is "to short". Got it?
Make sure that the demo shows enough evidence. Depending on the used cheat it can be 5 seconds (speedhack) up to 10 minutes or longer (skilled player that knows how to hide his hacks)
If the demo wouldn't have met the requirements the decline message would look like this.

If there was only no spread visible we need much more as no spread can be scripted as well. The effect of spray reducement is crap with scripts, but some guys test everything. We only ban for hacked no spread. That's why we need enough spray patterns to see the reducement. 2 of ´em is never enough....
I don't remember a demo like this, can you post the STEAM_ID here? Don't try to bypass the filter, i can read it.

The ID has been added to watchlist, hopefully we get a better demo of him.

Many of the staff here who review demos have experience in reviewing 100's to 1000's of demos, whcih can account to many 100's of hours, so we know what we are doing when rviwing each sub and how to get the best out of each demo submission we received.
All I would suggest like the others have said already is record 5-6 rounds at least even if there is blatant proof of hacks in use.
Only speedhack is the exception in most case where a short demo is acceptable, all other cheats we needto see many scene with the suspect still active in-game (and not spectating other player while suspect is dead).
A good demo size of 5-10minutes for wallhack, speedhack/spinbot a few seconds - 2minutes, aimbot a few rounds 5-6 (upto 10minutes long) and so on.
In essence I try to record a demo where there is irreputable evidence of cheats in use, and when someone who is banned, tries to protest will see from the evidence there is use of hacks to sustain the ban active.
What we don't want to see though, is people sending in several small demos, in some cases we have seen subs with 20 individual small demos of 10-30secs long for one sub or 1 massive demo (40mins long).
Those demos are time consuming and take alot more effort to be finalized, slowing down the reviewing process.
Those are the kind of times I tend to stick too after many years of recording cheats in use. Its my own guidelines I follow, hence my view which may or maynot be shared by all here.

It is your choise, not ours.
We cannot do anything if the demo send to us does not show enough to ban that ID. That's why we have to decline them.
You cannot do anything if the sb_status is dammaged, that's why we put the ID onto watchlist without declining it. I think this is fair.

 Joined: 01/10/05 Activity:  | It, and VAC, are missing the entire point of effective anti-cheat systems. Hell, I bet a lot of those players would be VAC banned far before it'd ever get threw the SteamBans system.
Plus, I get the feeling this system is scared to ban anything other than blatant cheaters. (By blatant, I mean having all the cheat functions of a multi-hack turned on.)
Server admins don't wanna see the damn cheater in their server in the first place. Much less letting them run around for a month in the server before they have to go and just shop-lift a copy of the game again. Hell, VALVe's Cafe Account system lets cheaters just roam free. I've seen on 90% of the pay-for-cheat sites that you can just buy a Cafe Cert from them and be able to cheat all the hell you want. I mean n00bSalad servers were hammered by myg0t before I finally built a system to ban all Cafe Accounts.
As far as your attempts, those are mostly just retries. I've viewed n00bSalad's records. They hammer the server for a bit before they give up and each time it counts as an attempt.

 Joined: 28/12/04 Activity:  | If you ban someone from your server you can do this for whatever reason. We ban them from all OTHER servers that are registered here to. Therefore we MUST have a good reason. The demo here shows him giving 2 kills and shooting maybe 10 to 15 bullets.
We ban for EVERY cheat that is shown in a demo, not only the blatant ones. But we need to see enough of it. If you don't understand this i feel sorry for you.
Oh, and talking about VAC.
We do not care if a cheat is known and banned by VAC, private hacks, new or old, a cheat looks all the time the same. This is our advantage about VAC. And if you really think a few weeks waiting is to much, ask how long a VAC ban can be delaied.
