I know we have 6 admins and no IRC ( only requirement we dont meet for a team). Most of our conversations are done via a secure chat via voice. IRC is antiquated for communication and usually ineffective, not to mention an added headache we dont need. Is this requirement really necessary?

no but if you do not have irc you will need a forum

Yes, like dmustanger said. You need either a forum OR an (active) IRC channel (or both if you want). I can't remember any team that got declined for not having an IRC channel anyway ...
